About Propbureau

A privately owned Ghanaian road and civil engineering contractor, established in August 2016.

Company overview

Propbureau began as a project management practice, bringing designers, engineers, surveyors and suppliers together under one roof to take projects from conception to handover. Over the years that capability has turned into a dedicated road construction business, with its own engineering team, a fleet of new tipper trucks and access to the heavy plant that modern road works require.

In 2026 the Ministry of Roads and Highways approved Propbureau's classification as an A1B1 road contractor. We also hold Category K1 (Civil Works) classification from the Ministry of Works, Housing and Water Resources, and are registered with the Public Procurement Authority to tender for government contracts.

We work to deliver every project safely, on programme and within budget, and to give clients value for money. Quality management sits at the centre of our operations, backed by competent personnel and a commitment to the communities our roads serve.

Our approach

How we build a road

We call our approach Structured Innovation: a tested method for every stage of the works, with engineered solutions when site conditions demand them.

  1. 01

    Mobilisation & site setup

Plant, personnel and site office mobilised; traffic management and HSE plan in place before work starts.

  2. 02

    Survey & setting out

Control survey, centreline staking, levels and cross-sections taken to confirm quantities.

  3. 03

    Clearing & earthworks

Clearing and grubbing, cut and fill, embankment formation and subgrade compaction.

  4. 04

    Drainage

Culverts, U-drains and side drains built early so the road is protected through the rains.

  5. 05

    Sub-base & base

Material hauled from approved sources, spread, watered and rolled in layers to specified density.

  6. 06

    Testing & approval

Field density, material and concrete tests at each layer; no layer is covered before it is approved.

  7. 07

    Surfacing

Prime coat, then bituminous surface dressing or asphalt, depending on the design.

  8. 08

    Furniture, handover & defects

Markings, signs and kerbs installed; as-built records, handover and defects-liability support.

Our competitive advantage

  • A senior team drawn from Ghana's road agencies
  • Our own fleet of new tipper trucks
  • The capital to mobilise quickly and keep sites moving
  • A structured, tested method for every stage of road works
  • A reputation for keeping our clients' information confidential
